National Capital Delhi में एक बार फिर student safety और illegal constructions को लेकर दिल दहला देने वाला massive accident सामने आया है। Delhi University (DU) के South Campus के ठीक सामने स्थित prime student hub सत्य निकेतन (Satya Niketan) में Sunday दोपहर करीब 1:30 PM एक multi-story building अचानक collapse हो गई। इस 40-50 साल पुरानी building में boys के लिए एक private PG (Paying Guest) hostel run किया जा रहा था। Incident के बाद चले 26-27 घंटे के intense rescue operation के बाद 7 लोगों की death confirm हो चुकी है, जिनमें से 5 career बनाने आए young college students थे। इसके अलावा 5 severely injured students और laborers का AIIMS Trauma Centre में treatment चल रहा है। इस tragic incident ने Delhi-NCR में चल रहे unauthorized floor extensions, basement modifications और student accommodation की safety standards पर serious question marks लगा दिए हैं।
1. 26 Hours Long Rescue Operation: Debris से निकाले गए 12 Victims
Building collapse होते ही पूरे neighborhood में thick dust cloud छा गया और चीख-पुकार मच गई:
- NDRF, Fire Services & Local Police on Ground: Muffled sounds और calls सुनते ही National Disaster Response Force (NDRF), Delhi Fire Service और South District Police ने joint search and rescue mission launch किया।
- Heavy Machinery & Sniffer Dogs: Narrow lanes की challenge के बावजूद heavy concrete cutters, hydraulic jacks और sniffer dogs की मदद से debris से 12 लोगों को pull out किया गया। Doctors के according 5 victims brought dead थे, जबकि 2 ने hospital में dam tod diya।
- Act of Humanity: Tragic loss के बीच जान गंवाने वाले दो young students की families ने hospital में उनके corneas (eyes) donate करने का noble decision लिया, जिसने हर किसी को deeply touch कर दिया।
2. Core Cause of Collapse: Basement Excavation & 5 Illegal Floors
Initial police probe और eyewitness accounts में glaring negligence सामने आई है:
- Basement Structure Tampering: 40-50 साल पुराने structure के basement में structural support के बिना renovation और digging work चल रहा था। Monsoon moisture और basement seepage के बावजूद foundation pillars के साथ compromise किया गया।
- Greed Over Safety: जिस plot पर normal building bye-laws के तहत केवल 3 floors की permission थी, वहाँ maximum rental income generate करने के लिए 5 floors खड़े कर दिए गए थे।
3. Strict Administrative Action: 3 Arrested, 5 MCD Engineers Suspended
Public outrage के बाद Delhi Police और Civic Authorities ने direct action लिया है:
- Landlord & Family Jailed: South Campus Police Station में culpable homicide not amounting to murder (गैर-इरादतन हत्या) सहित multiple IPC sections में FIR दर्ज कर main building owner Hariram Gupta, उनकी wife और son को arrest कर लिया गया है।
- Suspension of 5 MCD Officials: Administrative negligence के ground पर Municipal Corporation of Delhi (MCD) के Deputy Commissioner, Superintending Engineer (SE), Executive Engineer (EE), Assistant Engineer (AE) और Junior Engineer (JE) को immediate effect से suspend कर दिया गया है।
- Comprehensive Structural Audit: Government ने magisterial inquiry order करने के साथ-साथ Satya Niketan, Mukherjee Nagar, Karol Bagh, Laxmi Nagar और Old Rajinder Nagar जैसे heavy student clusters में चल रहे सभी commercialized PGs का mandatory structural audit कराने के orders issue किए हैं।
4. Delhi के Student PGs में Safety Protocols का Crisis
बार-बार repeat होने वाले ये hazards Delhi के private student housing ecosystem की dark reality को expose करते हैं:
- Zero Fire NOC & Emergency Exits: Residential pockets में operate होने वाले 80% से ज्यादा PGs बिना proper fire exits, emergency alarms या structural fitness certificates के commercial scale पर run किए जा रहे हैं।
- Parental Concerns: Remote towns और other states से अपने बच्चों को quality higher education के लिए Capital भेजने वाले parents अब भारी fear और anxiety में हैं कि high rents charge करने के बावजूद basic living safety completely missing है।
Satya Niketan का यह painful accident सिर्फ एक concrete building का collapse नहीं, बल्कि system-level oversight और unregulated greed का direct consequence है।
